On the 8th July, you sent to . Creech

Jones a letter, which I now return, from Sub-Inspector A. J. Stephens, of the Hong Kong Police Force, enclosing a copy of a petition

addressed to the Secretary of State, through the Governor, about the position and terms of service of members of United Kingdom Police Forces who were recruited for service in the

Hong Kong Police.

The petition has not yet been received

officially from the. Governor, and until we do

receive it in this way, together with his observations on it, we are not in position to

comment on it in detail. I can, however, say

that as a result of the urgent need of

recruitment of policemen from U.K. Police

Forces for service in Hong Kong during the period immediately prior to the re-occupation

of the Colony, some details of the pensionable

status of these men, of whom Stephens was

one,

were unfortunately not fully borne in

mind with the result that a good deal of

I think sorting out has had to be done.
